The settlement came in a case brought in New York by Leslye Knox, the widow of Aharon Ellis, a professional singer who was among six people killed in 2002 when a gunman opened fire on a Bat Mitzvah party where he was performing in the West Bank town of Hadera. The Al Aqsa Brigades, a militant group affiliated with the Palestine Liberation Organization, claimed responsibility for the attack, which was allegedly carried out by a Palestinian Authority security officer.
There are two aspects to the case deserving note- the first is that the settlement is secret. This follows the precedent in a similar action brought by the family of the late Leon Klinghoffer. As stated by me in the report, terror sponsors must be made to pay but the payment must be shown to hurt--that's the incentive for the next sponsor to think twice about spending money.
Second, recognizing its responsibility gives the Palestinian Authority some credence as a viable entity. Putting these lawsuits out of the way let's the PA go about with its task of state-building.
